[EL] EAC proof of citizenship decision

Busy close to the week in election-law land.  VRA bill, Crossroads GPS 
lawsuit, PA identification decision ... and now, the EAC (without any 
commissioners) has denied the Kansas (and Arizona, and Georgia) request 
to include a proof of citizenship requirement on the federal voter 
registration form.  The decision is here
