[EL] Thoughts on VRAA

I have my qualms about the VRAA. But I do applaud what seems like the drafters' clear aim "to cover what needs to be covered" and not just "to re-cover what was once covered." Whether or not it covers everything that needs to be covered -- well, that's a different story! But the idea of having a formula that focuses on recent violations, wherever they are, is one that people with a broad range of views should be able to get behind.
