[EL] missing IRS emails

If the IRS had made a similar claim - that a server failure resulted in the
loss of millions of emails across multiple accounts - it would be far more
credible than what I understand they are actually claiming here: That one
employee's emails are missing due to a single hard drive failure and the
lack of any email server backup at all.  There may be an innocent
explanation, but it would suggest IT at the IRS is woefully outdated.
