It is a remarkable political science experiment, and it also may be
the only path to victory left to Mr. Cochran. But after being
narrowly edged out by Mr. McDaniel, 41, in the Republican primary
earlier this month, Mr. Cochran, 76, needs to expand the number of
voters who will show up for the runoff, which is open to any
Mississippi resident who did not vote in the Democratic primary. The
winner on Tuesday will face former Representative Travis Childers, a
conservative Democrat, in November.
"We've got efforts reaching out to black voters in Mississippi who
want to vote for Thad because they like what Thad is for," said
Austin Barbour, a Cochran campaign adviser. "Thad Cochran is someone
who, even with his conservative message, represents all of
Mississippi. He's not some hostile screamer."
But to many, the outreach seems like a long shot. Asked whether he
could ever have imagined the possibility that African-Americans
could play a defining role in a Republican race in a state where the
two political parties are divided by race, Representative Bennie
Thompson shook his head in disbelief. "If someone had told me that
it would, I'd tell them they were on something," said Mr. Thompson,
a Democrat and Mississippi's sole black member of Congress.

The Internal Revenue Service wasn't just targeting tea party
organizations and other conservative groups that applied for
tax-exempt status.
The agency recently denied the application of a liberal group that
played a prominent role in the failed re-election bid of Senate
Agriculture Committee Chairwoman Blanche Lincoln in 2010.
In a letter <http://www.irs.gov/pub/irs-wd/201424028.pdf> dated
March, 19, 2014, and publicly released last week, the IRS told
liberal group Arkansans for Common Sense that it did not qualify for
tax-exempt status under Sec. 501(c)(4) of the U.S. tax code --- the
section for organizations "operated exclusively for the promotion of
social welfare."

man could soon be headed to prison.
State and federal agencies first started looking into possible voter

*NOT THAT KIND OF BIRKENSTOCK: *PI recently heard a great story
about veteran campaign finance attorney *Joseph Birkenstock *being
confused for a shoe salesman*. *Since joining *Sandler Reiff Lamb
Rosenstein & Birkenstock* as a named partner recently, at least two
people have called the firm about acquiring some sandals of the same
name. The firm says that one confused person called looking for
birkenstocks, leaving a message for Birkenstock, the attorney,
asking about the shoes. The same person then later came into the
Sandler Reiff office asking to actually see some shoes. "They walked
in our law office, looking for shoes," emailed *David Mitrani, *an
associate at the firm. "They left very confused, realizing that we
aren't a store." A few weeks later, another person called Sandler
Reiff asking if it was a Birkenstock supplier. So there you have it,
folks. Sandler Reiff Lamb Rosenstein & Birkenstock can fulfill all
your election law needs, but you'll have to go elsewhere for your
footwear.
