I ran across a 2-year old article and thought it might be of interest to the
list serve, given that the scenario has occasionally been raised of someone
threatening a legislator with independent expenditures against them if they
don't vote a certain way. It also involves the National Popular Vote
Interstate Compact, which is of course of some interest to many on this list
as well.
