This order too may now be brought back to the 7th Circuit, where I 
believe it will have a fair chance of being stayed on appeal.  It is 
highly unusual for a federal court to issue an order completely shutting 
down a federal investigation.

Regardless of the underlying merits, this is quite an intrusion into 
state court processes and it may be an appropriate case for abstention.
