If you want to go beyond Louisiana, the Brennan Center put out this quiz
<http://www.brennancenter.org/sites/default/files/legacy/Democracy/14%20Dont%20Judge%20a%20Book%20By%20Its%20Cover.pdf>
years ago (and updated on the eve of redistricting in 2010).
Pretty districts can serve awful purposes, and ugly districts can serve
wonderful purposes. If you want to know whether a district is good or
bad, you have to know what it's trying to achieve, not whether you'd
want its "face" on a poster. Or, in a comparison I'm fond of making,
gauging whether a district is good or bad based on its outline alone is
much like gauging whether a singer's voice is good or bad based only on
how she looks <https://www.youtube.com/watch?v=mS5Om47vsaA>.
