The practice a few years back, when I was prosecuting, also included acknowledgement of investigations in high-profile civil rights criminal investigations, such as the Ferguson matter. Otherwise there was no acknowledgement. And I think - please correct me — that the FBI and USAs/Main Justice would make announcements jointly. There does seem to have been some slippage, such as the pre-election identification of DC Mayor Gray as, I think, a co-conspirator that has come to nothing after many months. On a perhaps not unrelated note, see today’s NY Times http://www.nytimes.com/2014/11/01/opinion/deceptions-of-the-fbi.html?ref=opinion.
