    A barrage of automated phone calls offering false instructions to
    scores of election judges was "a serious attempt to disrupt" Chicago
    voting operations in the run-up to Tuesday's vote, elections
    officials said.

    Between Friday and Monday an unknown number of judges --- the paid
    partisan employees tasked with operating polling stations ---
    received the misleading robo-calls, according to the Chicago Board
    of Election Commissioners.

    However, in terms of how money has been raised and spent, the 2000
    New York and 2014 North Carolina races couldn't be more different.
    Where Clinton and Lazio spent a combined $70.5 million raised in
    strictly limited amounts from their own campaign coffers, the Hagan
    and Tillis campaigns had spent just $30 million through Oct. 15.

    The rest of the money spent in North Carolina --- indeed, the vast
    majority of it --- has come from political party committees ($19
    million) and from independent groups like super PACs and nonprofits
    that can raise unlimited sums from nearly any source ($62 million).

    This dynamic is not unique to the North Carolina Senate race. There
    are 35 other congressional races
    <http://www.opensecrets.org/outsidespending/outvscand.php> where the
    general election candidates had been outspent by independent money
    through Oct. 15, according to the Center for Responsive Politics. In
    some of these races the candidates may ultimately surpass the
    expenditures of outside spenders, but for the most part those
    actually running for office will likely have to make way for a flood
    of other interests.

    All eyes tonight -- and quite possibly afterwards -- will be on
    which party will control the Senate. The latest polling suggests
    that it will come down to eight states

      Alaska, Colorado, Georgia, Iowa, Kansas, Louisiana, New Hampshire,
    and North Carolina.   Republicans will control the Senate if they
    prevail in four or more of these states, while Democrats need at
    least five to maintain control.*

    Of the eight states in play, four have seen litigation over voting
    rules or practices this year: North Carolina, Georgia, Kansas, and
    Iowa.  All of these cases involve voter registration.  The courts
    stopped restrictions in Kansas and Iowa, but ultimately declined to
    do so in North Carolina and Georgia. This comment considers the
    possibility that voting restrictions -- or court orders stopping
    them -- could make the difference.

    Millions of Americans will head to the polls today, and many of them
    will confront some of the most serious obstacles to voting in
    decades, including strict new photo ID requirements in several
    states. No voter, however, should be turned away without the
    opportunity to cast at least a provisional ballot. In an environment
    in which partisan legislatures aggressively curtail voting rights,
    the protections provisional ballots offer are especially vital.
