A federal court in Coloradohas blocked

Apparently, some New York counties (this example

from Tompkins County) have prepared sample ballots for this November 
that smoosh the Libertarian party nominees together with the nominees of 
the Stop Common Core party, together on line "I".)  New York has had 
difficulties with ballot designbefore

I'd be curious to know if there's a 10-line constraint (and if so, what 
the source of the constraint is).  And if there is a 10-line constraint, 
what determined which parties would have to share real estate?
