[EL] US Dist Court strikes down limited voting in Indiana

I agree with Bill on this and have long thought this system was  
unconstitutional.
 
For many years, Marion County had a Republican majority.  That is  slowly 
changing as Republican voters move to the "donut" counties.  Most  agree that 
the Democrats now have a majority of the voters, with rare exceptions  (The 
Mayor of Indianapolis, which is coterminous with Marion County, is now a  
Republican).  So the Democrats are most likely to benefit from this  ruling. 
 
However, people should not look at this from a partisan perspective. While  
the court did not base its decision on the rights of political parties, s
ince no  political party sued, I just don't see how a system can be upheld  
that prevents political parties from nominating candidates for all the  public

To  me the two terms mean the same thing, but now that you mention it, I 
guess  this is two different ideas, and I'm not sure what the standard 
definition  covers.
