I completely agree. One of the findings in the recent Electoral Studies article is that a large portion of the non-citizens who said they were asked to provide photo-identification at the polls claimed to have subsequently voted. The message is that photo-ID laws seem unlikely to block even the majority of voting by non-citizens.
