[EL] "Gerrymander Standard" Writing Competition

I highly encourage folks to participate in Common Cause's writing
competition. As the flyer notes, there is a real need to develop compelling
new metrics of partisan gerrymandering. This need is the basis for a
forthcoming article of mine with Eric McGhee, *Partisan Gerrymandering and
the Efficiency Gap*

propose our own gerrymandering standard. Hopefully the entrants in the
competition will do an even better job...
