Here are two quick wrinkles, Rick, in your pitch for a national voter
registry to be managed by federal authorities, the question of
constitutional authority notwithstanding

1. No one will soon forget the substance of AG Holder's *mea culpa* on his
way out the door of DoJ.

Plus this, from your buddy (and certainly mine) John Fund:

2. An accurate assessment of the magnitude of non-citizen voting is
difficult. There is no systematic check of voter registration rolls by
states to find non-citizens, *and the relevant federal agencies refuse — in
direct violation of federal law — to cooperate with those few state
election officials who attempt to verify citizenship status.*

(BTW, I haven't forgotten your saying you don't expect to see a national
registry enacted during your lifetime).

For my part, this better-late-than-never approach to discovering shorted
circuits in American democracy is unfortunate, to say the least. I cannot
believe it has taken this many years to turn conventional wisdom on its
head Doesn't the Old Dominion Study comment on the elections of 2008, 2010
and 2012? I don't remember. And it is far from the only evidence we're
getting. You might see, now, one of several reasons why defenders of the
Constitution are none-too-sanguine leaving the fate economic liberties
entirely to the turn of political processes.
