A magistrate judge in the Northern District of Alabama has ruled against
the ADC in its as-applied challenge to a state law prohibiting transfers
between PACs. The ADC had been contributing to candidates as well as
endorsing candidates. After the Legislature passed this PAC-to-PAC ban, ADC
set up separate bank accounts for candidate contributions and independent
expenditures and sued to strike down the ban as applied to its IE account.

John Tanner and I represented the ADC.
