Rick,
You must realize that Ilya stands in the great tradition of those who
celebrated /Cruikshank /in 1876, assuring the country that congressional
action under the 15th amendment was unnecessary to punish the mass
murderers of perhaps 60 or so blacks, most in cold blood after they had
surrendered in an election dispute, because the state of Louisiana could
be relied upon to punish the murderers, who had been led by the man who
took over as sheriff after killing his previous opponents; and those who
in 1894 celebrated the repeal of most of the remaining federal Election
Supervisory Laws, because the southern states that had notoriously
engaged in the largest election frauds in American history could be
relied upon to police their own elections (they only accomplished the
disfranchisement of blacks and poor whites in most states by massive
ballot-box stuffing). Times had changed since 1870. No longer were
African-Americans explicitly denied the suffrage in the texts of laws.
The 15th amendment had been a great success, and the traditional powers
of the states could safely be restored.
