[EL] Congressional districts at 50,000 people.

Hi, all.

I've been approached by an organization asked to do the national mapping
for a project envisioning what lawful congressional districts would look
like if each congressional district had 50,000 people (districts
currently range from 526,000 in RI to 989,000 in MT). The project is
connected to advocates for a constitutional amendment aimed at a
50,000-person threshold, along the lines of some early versions of the
proposed (and never-adopted) First Amendment. They're apparently
looking for assistance with a white paper explaining the approach
undertaken for the mapping. There may be some funding available (I am
not aware of either the resources or the terms).

This is not a project to which I'm connected in any way ... but I
offered to forward on the request. If you're interested in helping with
the white paper, *_please respond to me off-list_*, and I'll happily
connect you with the organizers.

Justin
