There was also an unfortunate Freudian slip in the AZ Attorney General’s
argument in *Harris* (p. 26):

“The position of the State is that when it’s done in a systematic and
intentional manner, when you create, essentially *barrios* of — boroughs,
excuse me — of certain folks, and then you overpopulate other districts,
that violates this Court’s one-person, one-vote principle.”

Particularly unfortunate given that some of the districts at issue were
designed to create opportunity-to-elect districts for Hispanics...
