You can find the 1974 FECA conference report at http://babel.hathitrust.org/cgi/pt?id=pur1.32754075988448;view=1up;seq=3 . Sec. 614 of S. 3044 begins at p. 73.
I don't know when the term "independent expenditure" was first used, but Senate committees were looking into expenditures by "independent committees" as early as 1940. I am looking for § 614 of S. 3044, one the bills that went into conference and came out as the FECA Amendments of 1974. (Congress.gov does not have bill or report texts before the early 1990s.)
