You can find the 1974 FECA conference report at http://babel.hathitrust.org/cgi/pt?id=pur1.32754075988448;view=1up;seq=3 . Sec. 614 of S. 3044 begins at p. 73. 

I don't know when the term "independent expenditure" was first used, but Senate committees were looking into expenditures by "independent committees" as early as 1940.
