    The Federal Election Commission has cleared Hillary Clinton and
    supporters of her would-be presidential run of allegations of
    campaign finance violations.

    The FECsaid in a Feb. 12 letter
    <https://s3.amazonaws.com/s3.documentcloud.org/documents/1668261/mur-6775-letter-to-sirois-and-backer-2-12-15.pdf>that
    the commission “found that there is no reason to believe” that
    Clinton violated campaign finance laws by not registering as a
    presidential candidate to date or that the Ready for Hillary
    political action committee violated laws by failing to register as
    an authorized committee.

    Although the case involved a Democratic candidate, it was dismissed
    due to the votes of the three Republican commissioners on the
    six-member FEC. The Republican commissioners have been reluctant to
    support enforcement actions based on charges of illegal coordination
    between candidates and others.
    The state party and Lampson’s campaign didn’t deny coordinating
    their activities, according to a report from the FEC general
    counsel’s office, but they argued that the mailings were exempt from
    disclaimer requirements because of a special provision of campaign
    finance law, known as the “volunteer materials exemption.” The
    counsel’s report recommended the FEC pursue enforcement action, but
    the FEC commissioners deadlocked in a vote taken last January on how
    to handle the case.

    Koch brothers advocacy group contends California Attorney General
    Kamala Harris has no business demanding the names and addresses of
    its donors, who might face “grotesque threats” if identified.

    Americans for Prosperity Foundation, co-founded by billionaires
    Charles and David Koch, promotes limited government and free markets
    and conservative causes. Compelling disclosure of the nonprofit
    organization’s contributors may put them at risk of being targeted
    by the group’s opponents and intimidate would-be donors, the
    foundation is set to argue Tuesday in federal court in Los Angeles.
