Thanks.
I am particularly interested in whether, in this context, anyone has discussed the congressional debates over the method of apportionment in section 2 of the 14th Amendment.

The book "Every vote equal" is a very large book published by the proponents of the plan. It has all the facts, precedents, documents that one could imagine. I think it is 600 pages or so.

Subject: [EL] Bibliography of NPVIC articles (and other materials)?
Is there a good recent bibliography of articles (and books and other materials) dealing with the National Popular Vote Interstate Compact? If not, what are the best recent treatments of the subject, in the opinion of list members? Responses on list or off list would be much appreciated.
