The initiative isn't really obscure in New York city, because New York city has the initiative process.  Remember the initiative for term limits for Mayor, that the voters on New York city passed?  Unlike California, in New York and most states, initiatives can be repealed later by the legislative body.  Mayor Bloomberg persuaded the city council to repeal the term limits initiative so he could run for a third term in 2009.

We will never know for sure, but I think Rick might well be right that it matters quite a bit in the AZ case that Justice Kennedy is from California — rather than, say, Staten Island.  Passing legislation through direct democracy is a hugely important part of the democratic life of the west for the past 100 years, even if it remains obscure in New York.  
If so, this would seem an elegant and rather decisive illustration of the point that, pace Justice Scalia, California very much does count as the west.

Maybe I missed it, but I don't think anyone has commented on Scalia's description of the 9 members of the current court, and his point that they are not representative of the heartland.  He says there are no justices from the western states, and then adds a parenthetical, "California doesn't count."  I suppose if there were a liberal justice from Washington state, Scalia would have said, "Washington doesn't count."
