    Gone are the days when governors appeared in ads only to boost state
    tourism. Campaign-style spending—and the slick ads it can buy—is
    becoming increasingly common for sitting governors, mayors, and
    other holders of high office.

    It’s a spillover from a recipe for election success that has become
    pervasive since the Supreme Court struck down campaign-finance
    rules: Raise mass quantities of outside money, often from
    undisclosed donors, and use it to fund outside campaigns that align
    closely with the views of the candidate. Now, after winning,
    officials across the country are applying the same strategy to
    governing, relying on outside money—and advocacy groups funded by
    that money—to push their legislative agenda.

    At least three governors— and the mayors of New York City and Los
    Angeles—have taken steps since 2014 to raise and set aside campaign
    funds, or establish independent nonprofits, to push their
    legislative agendas. In practice, that means the kind of glossy
    messaging once reserved for campaign season.

    This time, his office identified a total of 145 who were apparently
    registered illegally, the vast majority of which did not vote. Of
    that 145, 11 were from Lucas, two from Sandusky, and one each from
    Wood and Allen.

    The 145 represent about 0.002 percent of the 7.7 million registered
    voters in Ohio.

    They’ve been sent letters urging them to voluntarily remove
    themselves from the rolls.

    “None of these affected the outcome of an election,” Mr. Husted
    said. “That’s the good news. But eventually if we don’t get to
    solving these problems, it will. That will be a sad day, and we
    don’t want that day to come.”

    He stressed that in many of these cases, the registrations are
    honest mistakes.

    Electoral rules have the potential to affect the size and
    composition of the voting public. Yet scholars disagree over whether
    requiring voters to register well in advance of Election Day reduces
    turnout. We present a new approach, using web searches for “voter
    registration” to measure interest in registering, both before and
    after registration deadlines for the 2012 U.S. presidential
    election. Many Americans sought information on “voter registration”
    even after the deadline in their state had passed. Combining web
    search data with evidence on the timing of registration for 80
    million Americans, we model the relationship between search and
    registration. Extrapolating this relationship to the post-deadline
    period, we estimate that an additional 3–4 million Americans would
    have registered in time to vote, if deadlines had been extended to
    Election Day. We test our approach by predicting out of sample and
    with historical data. Web search data provide new opportunities to
    measure and study information-seeking behavior.

    U.S. Sen. Rob Portman said today that Congress should review the
    entire Voting Rights Act to evaluate how it is working. But he added
    that he doesn’t know if parts of it need to be strengthened.

    This comes after the Ohio Republican was criticized by Democrats for
    demurring last weekend on whether he supports a House bill to deal
    with a key section of the act that the Supreme Courtstruck down
    <http://www.nytimes.com/2013/06/26/us/supreme-court-ruling.html?pagewanted=all> in
    2013. Portman was asked about new legislation, which civil rights
    leaders say is necessary, while he was in Selma, Alabama, to
    commemorate the 50th anniversary of the civil rights struggle that
    helped pass the act.

    His answer upset some liberal groups and Democrats.He said in Selma
