[EL] Stealth Write-In Campaign in Chevy Chase

A group dissatisfied with the Town's government led to a successful stealth
write-in campaign against one of the two otherwise unopposed incumbents.
Here is a section of the key email:
"We have worked very hard to keep this among the right group. Pls only give
> those names to those you feel 100% certain are like minded. If you check
> with me first. I will let you know if they are already covered."
This led to interesting legal issues not so much because of the secrecy of
the write-in campaign but because the write-in candidate filed required
financial disclosure forms on election night after the deadline for
candidates to do so. They were handed in by another councilmember allied
with the slealth campaign.
Small town politics is anything but dull. . .

P.S. I was on the Council for six years, including two as mayor but did not
run for reelection last year.
