So that's a subsidy of about $3 million per year to the
campaign-industrial complex.
Is that big? Little? How to characterize? (Of course many vouchers
won't be "cashed." When will the vouchers expire?)
Sounds like you could have called I-122 an ethics measure if the
contractor ban was limited to elected and other officials.
But the presumption of corruption in donations to those out of power is
a bit much.
Laws like this could be outlawed because they cause the appearance of
corruption.
