[EL] Query re: Utah Republican Party v. Herbert et al 14-00876

Does anyone on the list know why the Utah Republican Party opted to be certified as a “Qualified Political Party” subject to the forced open primary provision rather than as a “Registered Political Party”?  I assume that the Constitution Party of Utah did not have the requisite support to meet the demands of a RPP.
