As one commenter on twitter noted, it was a wookie mistake.

    Measuring Congressional Dysfunction
    <http://electionlawblog.org/?p=77046>

Getting agreement on a metric of congressional dysfunction is
difficult. Here is one measure I haven’t seen before, which is offered
inDavid A. Fahrenthold‘s storytoday
<https://www.washingtonpost.com/politics/2015/10/25/28cfaff0-6d59-11e5-9bfe-e59f5e244f92_story.html?tid=pm_politics_pop_b>in
the WaPo on why Senator Rubio plans to leave the Senate if his
presidential bid fails:

In Rubio’s first two years, the Senate held just 486 recorded votes.
That was the fewest in 20 years, according to the publicationVital
    Statistics on Congress
    <http://www.brookings.edu/research/reports/2013/07/vital-statistics-congress-mann-ornstein>.

is available Jan. 12. Here is the catalog description:

Campaign financing is one of today’s most divisive political issues.
The left asserts that the electoral process is rife with corruption.
The right protests that the real aim of campaign limits is to
suppress political activity and protect incumbents. Meanwhile, money
flows freely on both sides. In/Plutocrats United,/Richard Hasen
argues that both left and right avoid the key issue of the new
Citizens United era: balancing political inequality with free speech.

The Supreme Court has long held that corruption and its appearance
are the only reasons to constitutionally restrict campaign funds.
Progressives often agree but have a much broader view of corruption.
Hasen argues for a new focus and way forward: if the government is
to ensure robust political debate, the Supreme Court should allow
limits on money in politics to prevent those with great economic
power from distorting the political process.

Here areearly
reviews<http://yalepress.yale.edu/reviews.asp?isbn=9780300212457>of the
book.
