Yes. The Republican National Committee could, with a ¾ vote under Rule 12, amend Rule 9, which reads as follows:

 

RULE NO. 9  Filling Vacancies in Nominations  

 (a) The Republican National Committee is hereby authorized and empowered to fill any and all vacancies which may occur by reason of death, declination, or otherwise of the Republican candidate for President of the United States or the Republican candidate for Vice President of the United States, as nominated by the national convention, or the Republican National Committee may reconvene the national convention for the purpose of filling any such vacancies.  

 

Something along the following could be inserted before “or otherwise”: “inability or unwillingness to promote Republican values or conduct an effective campaign,” or just “general jackassery” would do as well I suppose. Or, if the GOP wants to go down the “living, breathing” path, “or otherwise” could be used to justify all manner of mischief.

 

In addition, Rule 12 could also be used to give the committee the authority to call another convention before the next regularly scheduled one, and once assembled, the convention can do whatever it wants – it’s important to understand that under the way the GOP is set up, the Republican National Convention is the highest authority, it creates the Republican National Committee anew at the end of each convention and delegates to it the power to handle matters between conventions.

This may be a dumb question. It feels abusive to ask, since I do so probably for no reason other than to hope this unbearably tragic devolution of civic discourse might come to an abrupt end...

 

Does any mechanism exist for GOP delegates to reconvene, perhaps change rules, and rescind Trump's nomination and give it to someone like Meg Whitman (a non-candidate) or John Kasich?

 

If so, until when would this still be feasible?

 

[Rant restrained; but it's starting to feel realistic the party might want to try to upgrade their nominee, even through a difficult and unprecedented process.]
