I wouldn’t get too excited yet – it’s possible that Jeb! simply bungled his talking points, and was mostly decrying the absurd situation in which candidates are hamstrung while independent groups are free to speak. According to the Weekly Standard, Bush’s campaign had this to say in terms of clarification:
Bush did not elaborate on what regulations he would like to impose on independent campaign activities. Bush spokesman Tim Miller wrote in an email to THE WEEKLY STANDARD that Bush's "view is there should be unlimited donations with 48 hour transparency. For all groups."

My guess is he misspoke.

Wow, this year's #1 recipient of superpac money is calling out superpacs. Go figure.
Jeb Bush said Monday that he would push to reverse the Supreme Court decision paving the way for super-PACs that spend big money backing candidates — including himself.
"If I could do it all again I'd eliminate the Supreme Court ruling" Citizens United, the Republican presidential candidate <http://www.cnn.com/2016/02/08/politics/jeb-bush-eliminate-citizens-united/index.html?sr=twCNN020816jeb-bush-eliminate-citizens-united0705PMVODtopLink&linkId=21091223> told CNN's Dana Bash in an interview published Monday afternoon, just a day before the New Hampshire primary.
"This is a ridiculous system we have now where you have campaigns that struggle to raise money directly and they can't be held accountable for the spending of the super-PAC that's their affiliate," Bush added.
