[EL] Scalia's death: first impact for election law probably is the stay decision on North Carolina redistricting

I assume it takes a majority of the voting members of the US Supreme Court to issue a stay, so perhaps the first impact of Justice Scalia's death will be the decision on whether to stay the order of the US District Court in North Carolina in Harris v McCrory, which was a decision the Court would have been making in the next two weeks.
I had been thinking the Supreme Court was not going to stay that decision, but I hadn't been brave enough to predict that.  But now it seems more likely that the Court will refuse a stay. Richard Winger 415-922-9779 PO Box 470296, San Francisco Ca 94147
