    supposed to be part of a shock-and-awe campaign that would scare
    away competitors and give him a smooth path to the Republican
    presidential nomination. Well, it hasn’t worked out that way. Bush
    has been polling toward the bottom in the Republican race despite
    the war chest, and Donald Trump,who has spent little
    <https://www.washingtonpost.com/news/the-fix/wp/2015/12/01/donald-trump-has-only-spent-217000-on-tv-ads-thats-absolutely-amazing/>on
    his campaign despite his billionaire status, has been on top.

    Politico’s Jack Shafer wrote in one representative piece. He
    asserted that worries about the 2010 Supreme Court ruling have been
    proved wrong. “Expectations that big money would float the
    best-financed candidate directly to the White House have yet to
    materialize this campaign season.”

    But this overly simplistic analysis misses the key role of money in
    contemporary American politics. In spite of the rhetoric of some
    campaign reformers, money doesn’t buy elections. Instead, it
    increases the odds of electoral victory and of getting one’s way on
    policies,tax breaks

    The legacy of/Citizens United/is not about the ultra-wealthy simply
    buying elections or about politicians on the take. Money can’t buy
    you Jeb. Instead, we face a subtler but equally pernicious rise of a
    plutocratic class capturing private benefits for personal gain.

    In March of last year, a new organization with the arguably
    misleading name of End Citizens United began bombarding progressive
    donors with high-pressure fundraising emails tailor made to exploit
    grassroots passions over the toxic influence of corporate and
    billionaire money on elections.

    “Will you donate $3 or more to support our work toward reforming our
    campaign finance system and ultimately overturning Citizens United?”
    read one of the dozens of fundraising emails that has hit my inbox.
    End Citizens United is “dedicated to countering the disastrous
    effects of Citizens United and reforming our campaign finance
    system,” declares the group’s website.

    But despite such lofty rhetoric, the group has done virtually
    nothing to actually promote a constitutional amendment to
    overturn/Citizens United/, the 2010 Supreme Court ruling that
    deregulated political spending. Instead, the group is strictly a
    political action committee that has raised $6.8 million thanks to
    heavy spending on list rentals and fundraising overhead.

    The elections date measure calls for a June 7 election, unless the
    U.S. Supreme Court steps in to stay the lower court order that
    demanded the new maps.

    So until March 15, candidates running under the maps drawn in 2011
    will have to keep running. If no stay is forthcoming, those results
    will be thrown out, and a new filing period for those who want to
    run for Congress under the new maps will open on March 16 and run
    though March 25.

I’m really, really surprised we have not yet heard from the Supreme 
Court on the stay order.  One might suppose it is because of the change 
in the schedule at the Court given Justice Scalia’s death. But the Court 
did manage to issue an emergency order related to a death penalty case 
yesterday. And if the Court simply divided 4-4, and no one had anything 
to write, we would have most likely simply seen an order denying the stay.

So not sure what’s happening. And the delay is causingsome chaos in NC

    A three-judge panel has decided a new option for choosing members of
    the North Carolina Supreme Court is unconstitutional.

    Lawyers were alerted Thursday to the judges’ ruling striking down
    the 2015 law creating “retention elections.” The Superior Court
    judges — Anna Mills Wagoner, Lisa Bell and Benjamin Alford — heard
    oral arguments earlier this week in a lawsuit challenging the concept.

    The law gives most sitting justices the option to be re-elected to
    additional eight-year terms without head-to-head matchups with
    challengers. Instead, the justice can choose to be elected in an
    up-or-down vote. It’s supposed to be used by Associate Justice Bob
    Edmunds for the first time this November.

    The College of William of Mary and the nonpartisan electoral reform
    organization FairVote have released a report on a national survey
    offering new insights into voter preferences and views on electoral
    reform. In partnership with YouGov and scholars Alan Abramowitz
    (Emory University) and Walter Strone (UC-Davis), they conducted a
    national online survey of a representative sample of 1,000
    Republican and independent voters, with half of the sample from
    January 21-25 (before the Iowa caucuses) and half from February 4-8
    (before the New Hampshire primary).

    The new survey’s innovative methodology incorporated presidential
    candidate rankings (with more than nine in ten respondents ranking
    all 11 candidates who were surveyed), issue analyses, and opinions
    on electoral reforms. “Our survey provides journalists, pollsters,
    and campaigns with valuable insights into voter preferences that
    have been largely overlooked in national polling,” said FairVote
    executive director Rob Richie.

Vehicles offices are illegally being forced to provide additional
