I talked recently with Greg Palast (who's mentioned in the article 
linked here).
He said proposals to allow postcard QR-code voting reminded him of how 
city employees in Chicago would lose their jobs if they spent more than 
15 seconds in the voting booth, to ensure they pulled the party lever.
