[EL] Proposed Initiative Enters Circulation

Subhendu Das, the filer of the Secret Ballots for the Legislature
proposed initiative, is not a known advocate of campaign finance reform
or transparency. There is no basis for blaming this proposed initiative
on proponents of transparency.

Its result would be destruction of democracy. No one would know how any
legislator voted, so no legislator could be held accountable for her
votes. It is the opposite of transparency.

California received a large number of proposed initiatives in late 2015,
as the date approached for a 10-fold increase in the filing fee (from
$200 to $2,000).
