[EL] nominations settled in conventions

In Iowa, if no candidate in a primary receives more than 35% of the vote,
the nomination is settled at a party convention. In 2002, for example, 4
major candidates ran for the 5th Congressional district nomination, the top
vote-getter with 30% of the vote was then-State Sen. Steve King, who went on
to win the nomination at the district convention.

 

I'm wondering if anybody on the list is familiar with similar laws in other
states? And, more specifically, any instances in which the top vote-getter
did NOT get the nomination at the convention?
