[EL] Implementation studies

Dear Colleagues:

I'm interested in tracking down authors or texts on implementation theory as it pertains to civil rights laws or litigation. For instance, studies of how employment, housing, school desegregation, voting rights, were implemented or litigation related to them were implemented. What factors predict success or barriers prevent implementation. If there are some key works on how and why court orders are implemented or not by government, hearing about them would be great, too.
