Can a majority of the Convention delegates change Rule 40 itself?
In 2012, the Ron Paul campaign showed that the delegate selection
process in several states can result in delegates who are officially
pledged to Candidate A, yet who actually favor Candidate B. Might such
delegates be willing to change the rules of the Convention, including
Rule 40?
