[EL] Renewed Republican Redistricting Revenge

In about 2003, the AZ IRC ran out of money (or maybe it was low on funds)
to defend against two consolidated suits against its Legislative and
Congressional plans. I don't remember whether is was just incompetence or
malice on the part of the Legislature.

I was one of the counsel for the plaintiffs against the Congressional case.
The trial was not postponed, but the lack of funds did interfere with
documentary disclosures by the Commission.
