Paul,
Do any early voting or vote by mail actually require that a ballot be returned by mail?
In Oregon, Colorado, Washington and California, a voter can either return her ballot via mail or deliver it by hand to ballot drop locations. So, using a stamp is less a requirement than a matter of convenience in those states, at least. Also, at least in Oregon, the USPS will deliver ballots that have insufficient postage..

All voting involves some sort of burden, whether it be voting by mail, voting early in person (not at the precinct), or even at the precinct place.
The 24th Amendment forbids poll taxes but it does not require government to make voting completely cost free. The cost of a stamp has been judged not to be an undue burden.
However, I’m not an election lawyer. I only stayed at a Holiday Inn Express.
