After a spree of favorable court rulings<http://talkingpointsmemo.com/fivepoints/voting-rights-rulings-july> that softened or blocked Republican-passed voting restrictions, voting rights advocates are engaged in a new phase of trench warfare with a mere month left before November’s election and early voting in some places already underway. There was no time for civil rights groups to rest on their laurels after winning the high-profile legal challenges. In many states, such rulings were met with attempts to undermine or circumvent court orders meant to make it easier to vote….At times, it’s hard to pin down whether issues red states have faced in implementing court orders have been motivated by bureaucratic incompetence or something worse. But the pattern is undeniable. In almost every state where voting rights advocates have scored a major legal victory in recent months, they have had to threaten to drag state officials back into court over the shoddy job election administrators have done following the rulings.

As the debate between the Vice Presidential candidates Wednesday night made clear, Donald Trump’s refusal to release his tax returns remains an important campaign issue. The extraordinary tax losses that Donald J. Trump reportedly had in 1995 emphasize the need for him to fully disclose his tax returns for all years from then forward. Without disclosure of his federal income tax returns, we cannot begin to evaluate fully his claim on Tuesday that he has “legally” and “brilliantly” complied with all of our complicated tax laws.
The ongoing tax issues relating to his foundation came to light only because of the required disclosure of those returns. Those issues — and the foundation’s failure to register to solicit charitable contributions that has now resulted in a cease and desist order from the New York Attorney General — seem to demonstrate a woeful ignorance of the applicable law or a complete disregard of it, either of which would be of even greater concern if also reflected in his personal and business tax positions. And at least one issue raised by the foundation’s tax filings can be resolved only with full disclosure of Mr. Trump’s personal tax situation.
The crucial issue, which the Washington Post has addressed in its careful reporting on the Donald J. Trump Foundation, is a principle that we tax lawyers call “assignment of income.” It is a tax doctrine that most citizens are unlikely to have encountered. It is important, however, because it prevents people from avoiding taxes.

As ethics counsel to the current president and his predecessor, we scrutinized their tax returns before they were released every year. We also worked with our colleagues to review many tax returns of presidential nominees for cabinet and other positions. Based on the few pages of Donald J. Trump’s 1995 tax returns that have become public<http://www.nytimes.com/2016/10/02/us/politics/donald-trump-taxes.html>, we have come to the conclusion that no one in his position would have been nominated, much less confirmed by the Senate, during either of the administrations we served. The same is true of any modern administration of a president from either party.
If a presidential candidate cannot meet that standard, then we question his qualifications for the highest office in the land.

But, an escalating feud over disclosure of corporate campaign money issues has made it clear that a few million dollars in disclosed super PAC contributions are not all that’s at stake. More important is the money companies are being asked to give to politically active trade associations and nonprofit groups, which don’t disclose their donors and are spending tens of millions to influence key federal and state elections. Such groups have spent at least $80 million this year in what critics call “dark money”—campaign spending by organizations that keep their donors secret. That’s according to FEC reports on campaign spending by nondisclosing groups analyzed by the nonprofit Center for Responsive Politics. Additional millions also have been spent in federal and state races without any FEC reporting, according to analysts.

Super PACs seeking to influence the 2016 elections have collected more than $1 billion, a record haul driven by jumbo-sized contributions from rich donors on both sides of the aisle.
Just 10 mega-donor individuals and couples<https://www.washingtonpost.com/graphics/politics/superpac-donors-2016/> contributed nearly 20 percent of the $1.1 billion raised by super PACs by the end of August, according to a Washington Post analysis of federal campaign finance reports. The total exceeds the $853 million that super PACs collected in the entire 2012 cycle.
In a reflection of how once-reluctant Democrats have fully embraced the big-money system, the top givers were split roughly equally along party lines, with five Republicans, four Democrats and one independent, former New York mayor Michael Bloomberg.

In my recent USA Today oped,<http://www.usatoday.com/story/opinion/2016/09/20/millennials-third-party-clinton-trump-be-careful-rick-hasen/90710934/> I wrote: “Despite Nader saying there was “not a dime’s worth of difference<http://www.theatlantic.com/politics/archive/2011/09/i-love-you-ralph-nader-but/245349/>” between Republican Bush and Democrat Gore, without Nader on the Florida ballot, we might not have had an Iraq War and all of its aftermath.”
A follow up letter to the editor <http://www.usatoday.com/story/opinion/2016/10/05/third-party-vote-wated-say/91624684/> from Nader’s lawyer, Oliver Hall: “Hasen claims Nader said there was “not a dime’s worth of difference” between Bush and Gore, and he suggests the Iraq War wouldn’t have happened if Nader hadn’t run. But that line was popularized by George C. Wallace in 1968, who only said the similarities between Democrats and Republicans tower over the differences.”
But in Justin Martin’s book on Nader,<https://books.google.com/books?id=SCbsAAAAMAAJ&dq=justin+martin+nader&focus=searchwithinvolume&q=dime%27s> at page 272, it is reported that Nader said just that: “Nader trotted out the classic George Wallace lament that there is not ‘a dime’s worth of difference’ between the two majority parties.”
And, as James Fallows pointed out, <http://www.theatlantic.com/politics/archive/2011/09/i-love-you-ralph-nader-but/245349/> even if Nader did not say the exact words, “it was an implied message of his 2000 campaign.”

Simply called “GoVoteBot,” it interacts with users in real time on Facebook Messenger. The bot was designed to be non-partisan, simply supplying information to users without attempting to sway their vote. R/GA and the Ad Council worked with Reply.ai to develop the bot, and with the US Vote Foundation<http://www.usvotefoundation.org/> and Google Civic<http://developers.google.com/api-client-library/java/apis/civicinfo/v2> to stock it with information.

The flurry of voter fraud and intimidation allegations and counter allegations swirling through Kankakee County has caught the attention of state and federal officials.
A day after Kankakee officials announced an investigation into voter fraud, including allegations that “individuals from Chicago” were offering gifts in exchange for votes, the top federal attorney for central Illinois and Illinois Attorney General Lisa Madigan paid the city a visit.
Kankakee County State’s Attorney Jamie Boyd disclosed the investigation on Tuesday<http://chicago.suntimes.com/politics/kankakee-county-investigates-vote-buying-allegations/>, sparking a war of words and accusations between the Illinois Democratic Party and the Illinois Republican Party.
Republicans tried to keep the heat on Wednesday, launching a voter fraud hotline.
The probe is centered on a hotly contested race between Democratic State Rep. Kate Cloonen and her Republican challenger Lindsay Parkhurst. The race is among the most expensive House races this election cycle.
While Boyd said the investigation was opened in response to allegations that “gifts” were offered to voters by “individuals from Chicago” in exchange for votes for Cloonen, presidential nominee Hillary Clinton and “others,” union leaders and former Democratic officials turned the tables, saying instead that voters had been “harassed and intimidated” by local officials, including the state’s attorney’s office, sheriff’s office and county clerk.
