[EL] Question regarding lawsuits against good government advocates

I was hoping to draw on the collective expertise of the listserve for a
research project of mine. I am interested to figure out how frequently
lawsuits (perhaps libel or slander, or under some other cause of action)
are filed against good government/open government advocates who file ethics
complaints against public officials with state agencies or ethics
commissions. My instinct is that such suits would be rare as they would
have to pass a very high bar.


Thanks in advance for any information – whether anecdotal or if there is
any research someone could point me to.
