Is there a legal problem with officials,  elected or not,  using government Twitter accounts to call for the defeat of specific candidates?

(I'm not thinking of Trump, although a secondary question is: Does his non-POTUS Twitter  account allow him to say things he cannot legally on the POTUS account? )

Sorry if this has been addressed recently  (was out of the country and behind on emails).
