    The United States Senate’s population base (SPB) is the population 
of the 50 States.

    Assigning each Senator one half of his or her State’s population in 
the most recent census, we can determine the portion of the SPB 
represented by a Senator’s vote.

    Senators representing just 44.15% of the SPB voted for the “nuclear 
option” (against keeping the 60-vote cloture rule).  Then Senators 
representing just 44.04% of the SPB managed to confirm Neil Gorsuch to 
the Supreme Court of the United States.
