[EL] List of states with county-based or state-based voter registration systems

Alabama maintains a statewide voter database, but still has laws that
require a voter to register in the county of their domicile -- and to
re-register if they move to a different county.

I am looking for information on which states use a system like Alabama's or
a register-once system (once registered, always registered while living
anywhere in the state).
