[EL] “In Virginia, a 11,608-to-11608 a Lesson in the Power of a Single Vote” was Re: ELB News and Commentary 12/20/17

That the loser of the lot-drawing can request a second recount seems to
implicitly acknowledge that bingo is a bogus way to elect someone. Article
IV Section 3 of the VA Constitution ("The House of Delegates shall consist
of not more than one hundred and not less than ninety members, who shall be
elected biennially *by the voters* of the several house districts on the
Tuesday succeeding the first Monday in November.") suggests that you can't
have an election by name-in-film-canister bingo. IRV is not
constitutionally required as a general matter, but wouldn't a new election
be required, in the absence of IRV or a runoff, such that this delegate
could be elected "by the voters"?
