[EL] Looking for a Scalia quote

Hi all:
I am finishing my chapter on Scalia and administrative law for the edited
book on Scalia' legacy that Howard Schweber and I are doing.

At some point in his writings Scalia described Chevron v NRDC as a "reverse
Marbury."  I cannot find the source for this quote.  Can anyone help me
with the source.
