They are not taking over US electrons.  DHS considers it a subpart of critical infrastructure.  They took on the task of offering voluntary assistance to state and local election administrators.  There were a couple of hacking incidents sourced outside the US. 

DHS has oversight of civilian cyber security.  This whole issue of their role if any will need to be worked out among the House and Senate oversight committees e.g. House Administration, Energy and Commerce, Transportation and Infrastructure and Homeland Security this is just in the House.

There will be hearings--stay tuned.
