[EL] rules about parties providing direct services

Dear Colleagues,

I'm interested in learning about restrictions on state and local party committees that may prevent them from providing services to the community, e.g. free turkeys, tax preparation services, direct money transfer, anything like that.

I know there are restrictions for money/goods/services in exchange for votes as well as restrictions against patronage, but I'd like to learn more about non-discriminatory assistance to the community as a party-building or branding activity.

If you are familiar with any rulings or laws about this in the states, please share them with me.
