[EL] Candidate committee formed as LLC

[David Mason]

When states first approved the LLC form of organization most of them
limited the LLC form to for profit entities. More recently, many states
have approved non-profit entities organizing as LLCs, so campaign
committees and PACs are increasingly choosing this form of organization.
