The Voting Rights Act was a lame effort to do the impossible if we are
going to have single-member districts. The only rational solution
would be using computers to draw districts according to a neutral
standard, using no information about party, race, incumbency, or
existing district boundaries. See

[1] If the result happens to seem to discriminate against some
minority, too bad.
The only alternative would be to abandon single-member districts and
go to election at large, send the top _n_ vote getters to Congress,
and have each of them cast not one vote, but the number of votes he or
she received in the previous election. That would enable minorities to
elect one of their own by getting behind one candidate and give him or
her at least 1/_n_ of the votes. A kind of proxy voting system.
We need to stop burdening the courts with redistricting cases. They
are not qualified or able to decide them.
