[EL] Sedgwick County ballots

If there's truly no dispute that the eligible voters in question 
actually cast the ballots in question, tossing out the Sedgwick County 
ballots might violate not only the ADA but also the materiality 
provision of the Civil Rights Act

Supremacy Clause might provide the choice local officials are seeking.
